You need for an event to be raised for a business object.
Do you know the business object involved? (does one exist?)
Is the event being raised? If the event is being raised but workflow not starting, the linkage needs to be activated.
If the event is not being raised you need to determine what raises it. That depends on the object. For example for purchase requisitions there is a configuration for release strategy that must be done.
So, a little more info will probably get you a more useful ansswer.
