Create Tax Code representing each city from Tcode FTXP. the tax code is a 2 digit code.

Once the Tax Code is created, then you can maintain the condition record for the tax conditions like,

JSER, JMOP etc via tcode FV11.

Then you can maintain the tax rates for each tax code (City Wise).

For the same supplier, the system will calculate different tax rates based on the tax code selected and condition record maintained.
