I think you are missing the point in that there are KPIs for these things and the ponits allocations are designed to achieve those KPIs.
It is quite normal that year end is waited for to see how many ponits are still needed and then some "journal adjustments" are made. Nothing new.
That competitions score comparatively low and fixed sessions high is not surprising either as the quantity of them are easier to calculate.
For 2014 I would place my bets on competitions, lucky-packet type missions and the ever green ponits meadow of wikis. They best support the never-ending returns to scale of KPIs - if it is that which tickles your fancy.
