Customer Invoice Block

Hi Fellows,

My Client wants to block any Customer Invoice which has dollar amount  more than 50,000 and wants authorize one user to unblock it later with VFX3. I dont see anything in SD Config. I was thinking about User Exits or BADI. Do you have any idea?
