Navigational attributes will never be filled in the Infocube. It is just a join to fetch the master data for each record and display when you choose to display the data in the infocube. Navigational attribute doesn't get any space in the fact table or dimension tables as these are never created under any dimensions. They are just the values which at run time are displayed by navigating to the master data, however Navigational attribute values are stored in Aggregates and to update them on regular basis an Attribute Change Run has to be performed.
In your case the navigational attribute is 0MATERIAL__0DIVISION, which as you informed displays data in attribute data table. Make a note of the material for which Division has data, and if the same material in the infocube doesn't display data, inspite of all the correct settings for Navigational Attributes then this seems to be a bug.
